"During the strategy phase, players place infantry units representing their color on the left side of the row corresponding to the strategy cards that they select.
Instead of placing a trade good on each unselected strategy card, the speaker places it on the right side of the corresponding row, covering the initiative number.
(For three & four player games, the strategy card with the higher number selected by each player can be tracked with a control token matching the race that selected it.)
During the action phase, each player with a visible initiative number takes turns as usual. When players perform their strategic actions, they move their token to the center of the row. When players pass, they move their token to the right side of the row, covering the initiative number. When all players have passed, all initiative numbers will be covered, and the action phase is complete."
